Can a standard turn-of-nut procedure be used when DTI's are present?

No. The presence of a DTI on the bolt changes the tension/turn characteristics of the assembly. In general, when a DTI is present, it takes about a half turn more to compress the DTI bumps and properly tension the bolt.
