Thread Condition shows some necking down
Some "necking" of bolts always occurs in the first few threads. ASTM A325 (clause 6.3.3.4) states that "...elongation...is to be expected...and is not to be classified as a failure." Bolts will provide the correct clamping force even if they are stretched.
